No it sadly can't The hand atrophy is permanent from nerve damage, not disuse (I don't think you can have atrophy of your hand from disuse unless you're in a cast or broken hand). There is nothing that can be done for it, the doctor said this as well as the internet. I try doing 2kg lifts on my damaged arm but it hurts too much. I suppose surgery has fucked me beyond repair. So sadge because I put on muscle very quickly on my normal left arm.
