Add Ban Appeals

It happens often on looksmax that a user that got permabanned makes an appeal and manages to convince the mods to get unbanned even when he made alternate accounts or was trolling/spamming a lot. Not having ban appeals is a selfsabotage, due to it discouraging req. banned users from rejoining, while also not allowing perma. banned users from expressing that they changed their ways and will follow the rules from now on, instead they have to stay banned and can't convince the moderation/administration to give them a second chance, while they can do so on looksmax and that's simply unfair. Adding ban appeals here might therefore improve forum activity in the longrun.

It's too early imo not a bad idea , it would be usefull in the future but for now
