Many of you have been deceived into thinking so by this popular image. The problem with this image is that it portrays both an inaccurate representation of a Japanese woman, and an anime girl. The "anime" girl in the picture looks closer to a Korean or American cartoon.

Let's use an accurate example of a Japanese woman, and a anime girl, and you will see that anime girls are in fact Japanese, not white. Let's also use a white woman for comparison.

Indeed the anime girl looks closer in resemblance to the Japanese girl, rather than the white one. Anime characters have neoteny and wide faces, which is found in Japanese women way more than white women.

It could be either way, but he looks more white.
A good test is to try to make all of his eye and hair color look dark to see if the colors are just tricking you.

In all honesty though, he looks white while most of the rest naruto characters look Asian, but context is the prime judge tbh.
