Discussion Do self employed people count as NEET adjacent?

I know title is an oxymoron but I think people who are self employed like drug dealers or YouTubers can count as NEET adjacent since they don't have fixed work hours or wages. Instead of living in a perpetual cycle of low wages and high work they can work and quit whenever needed while still maintaing an income. Sounds better than living off welfare. There are YouTubers who haven't uploaded in ages but live off the ad revenue from older uploads. Same with musicians who make one hit song a decade ago and live off the royalties afterwards. Thoughts?
