Technically, everyone was a degenerate in the inner circle. Even Hitler. Streicher himself wasn't personally obsessed with covering sexual crime of Jews. The reason why he gets that slander now is because of his business and purpose within the party. The NSDAP had a very clear understanding of the bell curve. The NSDAP wasn't a party for the rich or poor, the educated or feeble-minded. It was a party for all German people. With that said, they had to find wants to reach all groups of people. On one end of the bell curve there was Rosenberg with "Mythus of the 20th Century", Hilter in the middle with the normies with "Mein Kampf" and Streicher on the low end with "Der Sturmer"

Hitler had to publicly distanced himself from Streicher because of the embezzlement charges that got him kicked out of the party. They stayed friends until the end.
