I have seen 9 year olds with huge zygos, mandibles chins and big brow bones and supras. Just that their face is shorter and their skull smaller.
If you have baby-like bone development at that age it's already over.

They just lose baby fat and get better hair, the skull shape is always the same past the baby stage

The sutures are open so that the skull can grow bigger, not morph shape. Skull shape is retained except face, jaw and ramus height. You only really add mass to the glabella. Frame and height takes way longer to develop thus the open growth plates but that is independent of skull.
