"The enemy is weak and strong" is common rhetoric from fascist and more broadly populist regimes which serves to galvanize their NPCs against a perceived enemy. A well-known example is Nazi Germany (Jews being both "subhuman untermensch" while also controlling everything and being responsible for Germany's defeat in WW1).
What I've noticed is normies, women, and ITers tend to apply this rhetoric to inkwells as well. To them, incels are weak, pathetic men incapable of any action, harm, or change in their lives or the lives of others. Simultaneously, we warrant designated anti-terrorist task forces hunting us because we are wolves among sheep who might one day go rogue and kill a dozen people if we so choose.
This allows them to both maintain their feeling of superiority over us and say the reason we aren't successful in dating is our lack of efficacy in all facets of life, while suppressing us by claiming that we pose an existential threat to the functioning of modern society.
