What EU country is the best for a foreigner to be homeless in?

I do have EU citizenship, but obviously I'd be a foreigner within Western Europe.

What's the best country to be homeless in for a foreigner? I can't find any info online, all I get is homeless statistics lmao. And all the support systems I assume are for natives.

Should I just go to Portugal/Spain for the winter? It's warmer, and then I can move to a better country come Spring or something.

Well none, nothing good comes from being homeless, ig in some places you migh get free food, but winter is coming.

I've never experienced homeless but I have been in situations where I have been stranded at night and it is a terrible situation. I kept thinking I was going to get attacked by negro's.
I remember once 9 years ago I got on the wrong bus and ended up somewhere with no money to get back home.
