Liver and Sardines are very cheap (because low demand) and nutrient dense.
Rice and Beans are notorious for going a long way on little cost.
If you have enough bodyfat you could load up on micronutrients like in Ox Liver and then not eat for several weeks with little issue provided you supplement electrolytes properly.

If you want to get a good understanding of micronutrient profiles you can use an app called 'Cronometer', from then on it's a matter of mixing and matching which foods are within your budget and can provide necessary micronutrients/macros.

Idk about Germany but I buy it for £2-£3 per kilo in the UK.

Oh, I think its possible to live on just a little bit of rice. like a serving spoon. you might not be able to stand up in a year but you wont die of starvation

Here in the USA chicken, eggs, pork, sardines, rice and beans are cheaper per serving than cup ramen. I don't know your local prices but I can't imagine it being too much more.
