Why are black and Hispanic neighborhoods always so riddled with trash?

First of all, trash trucks serve every neighborhood in this county so theres no excuse. I drove over a bunch of broken beer bottles today that some piece of shit threw out there window. Last week one of my bicycle tires popped because I ran over one of those stupid pop rock things. This happens all the fucking time. Why the hell do people just throw shit out their car windows? Hispanic and black neighborhoods are always completely fucking trashed with pieces of cars on the sides of the road, beer bottles everywhere, shattered broken glass
I just don't fucking understand it. Why would you want your streets to look like Afghanistan?

Theres a full building of black immigrants near by
It smelled like total dogshit passing by it
I think nigs are just too dumb to the concept of trash cans and personal hygiene
Also very hard studying with them
